The Ministry of Education (MoE) has clarified the procedure for parents and guardians seeking to review the placement of Grade 10 learners to senior schools, urging them to strictly follow the official system to avoid delays and confusion.
According to the ministry, all requests for replacement or review must be initiated at the junior school level through the Head of Institution (HOI) portal. Once the portal is opened, learners will be allowed to change their pathway and school choices. Each learner may select up to four public senior schools and one private school, with all changes subject to approval at different levels of the education system.
The ministry explained that when searching for replacement schools on the portal, senior schools are displayed together with their available capacity, enabling parents and learners to make informed choices based on vacancies.
Approval of placement changes will depend on the category of the senior school. Requests involving C1 schools will be approved at the Ministry headquarters at Jogoo House, while C2 schools will be handled by Regional Directors of Education. C3 school approvals will be undertaken by County Directors of Education, and C4 schools will be processed by Sub‑County Directors of Education.

Parents and learners have been cautioned against visiting senior schools to seek transfer letters. The ministry emphasized that admission letters are generated exclusively through the system and come with a unique code for each learner. Physical admission letters issued directly by schools are not recognized, and the system does not allow bulk downloading of admission letters.
Upon reporting to a senior school, learners are required to present the system‑generated admission letter. Principals will then key in the unique admission code to facilitate capitation for the learner.
The ministry further noted that learners are allowed to change their pathway and subject combinations within the senior school to which they have been selected, subject to existing guidelines and available capacity.
Parents and guardians facing challenges during the placement review process have been advised to consult Ministry of Education officers for assistance and to avoid unofficial channels that could compromise the learner’s placement.
