Ministry advises TVET registrars to prove themselves to earn promotions

Elkanah Mosiori, the Director of Human Resource Management and Development in TVET institutions, has assured all successful and competent TVET registrars of promotions to head various TVET institutions.

Speaking during a five day training seminar for registrars from Western and Nairobi region held at the Rift Valley Institute of Science and Technology in Nakuru County, Mosiori urged the registrars to work hard with an aim of providing services to the public as enshrined in their codes of ethics and not to target promotions.

“You should work hard to adequately provide your service as one of your main duties to the public service and not to be promoted,” said Mosiori.

He gave the examples of Kisumu National Polytechnic and Sigalagala Principals who were earlier registrars but through service, they were promoted to principals.

“Your current work is likely to determine your future position. If your performance appraisal proves you’re producing quality service, you’ll climb the ladder to the next level,” he stated.

He urged all TVET staff to fill their performance appraisal on time and submit to the relevant offices as required by law.

Mosiori said that his office is handling the trainers’ concerns and that they will be addressed in due course.

“Most of you were employees of TSC before being transferred to PSC in 2018. We’re coordinating with TSC, SRC and PSC to ensure all your concerns are being addressed,” said Mosiori.

One of the trainers who sought anonymity complained of being stuck in the same job group yet his juniors were being promoted.

“Most of us have been in acting capacity in roles like Registrar, Dean and Head of Department. However, when vacancies arise, the junior staff are given opportunities and we are left out,” he said.

The registrars were trained on Leadership and governance, risk management, procurement and asset disposal, financial management and human resource among other topics.

The training was also attended by TVET Director Peter Cheruiyot in charge of Nakuru, Bomet, Kericho and Baringo counties. Others present were KTTC Deputy Principal in charge of Administration Thomas Kitonyi among other government officials.
