Low school fees payments, delayed capitation, hampering our work, say principals

Principals from Kisii County have expressed fears that school may run down if parents fail to pay required fees following Education Cabinet Secretary’s directive to allow all learners in school even those without fees.

When schools opened early this week, Machogu asked school heads not to send students home for school fees.

He said they should be lenient with parents and allow their children to remain in school as they (parents) planned to pay fees in installments according to their ability because of the current economic situation.

“If the Cabinet Secretary wants us to comply with his orders he should let his ministry release capitation funds to schools to keep them running.” Said one principal.

James Meroka who has three children in one school argued that sending students home frequently for school fees compromised their progress in education.

He, however, challenged education policy makers to find the best method of handling non-payment of school fees by parents as well as the smooth running of the institutions.

Mr. Meroka cautioned parents against hiding behind the Cabinet Secretary’s decree to abdicate their parental role of providing fees for their children’s education.
