Kenya Union of Post Primary Education Teachers (KUPPET) Vihiga branch Junior Secondary School (JSS) Secretary Solomon Asige has defended the ongoing push for autonomy in JSS, insisting that the move should not be mistaken for a struggle for power but rather a step toward strengthening service delivery and improving learning outcomes.

Speaking in Vihiga County, Asige said JSS teachers are seeking an independent administrative structure that aligns with the unique academic and operational needs of Junior Secondary learners. He clarified that while JSS remains domiciled within primary school compounds, several functions are already handled separately.

“Junior Secondary Schools have their own bank accounts and distinct uniforms. Even co-curricular activities like sports are managed independently. It is only logical that administration should also be streamlined to reflect this reality,” Asige said.

He emphasized that the core objective of the autonomy push is to enhance accountability, improve coordination of academic programs, and ensure that learners at the Junior Secondary level receive focused attention under the Competency-Based Education (CBE).

At the same time, Asige called on the government to address the plight of JSS intern teachers. He urged authorities to confirm them into permanent and pensionable terms, noting that job insecurity and delayed confirmations are affecting morale and performance in schools.

On teachers’ welfare, Asige strongly criticized the Social Health Authority (SHA) medical cover, claiming that many teachers are facing difficulties accessing treatment.

He alleged that educators were misled into exiting the MINET medical scheme, only to encounter frustrations under the new arrangement.

The official maintained that safeguarding teachers’ welfare is critical to achieving quality education and sustainable reforms in the sector.
