KNUT rejects use of NEMIS in capitation disbursement, citing learner exclusion

The Kenya National Union of Teachers (KNUT) has opposed the use of NEMIS in the disbursement of capitation funds to schools.

KNUT Kericho Branch Executive Secretary David Bore cited concerns that many learners are not captured in the system and may be unfairly left out of critical funding.

Speaking to the press in Kericho, he expressed frustration over the ongoing use of NEMIS, which he said has led to severe underfunding in many schools.

“Many learners have not been captured on NEMIS so far. As a result, they risk being locked out of government capitation,” said Bore.

According to Bore, the funding crisis has already begun to impact the running of schools, with some institutions receiving as little as Ksh 1,000 in the recent disbursement.

“This amount is not sufficient to run any school. Some of our schools are in crisis and may be forced to close earlier due to lack of funds,” he warned.

Bore also cautioned school heads against misusing the limited funds, urging transparency and accountability when the capitation is eventually released.

“We must not allow the misuse of these funds. School heads must be responsible and ensure that every coin benefits the learners,” he stated.

He further criticized officials from the Ministry of Education, accusing them of organizing unnecessary meetings that end up diverting crucial funds from schools.

“These meetings are planned with the sole intention of siphoning money. It is unacceptable and has left many schools financially crippled,” Bore said.

Teachers across the country have continued to raise concerns over delayed disbursement of capitation, blaming the government for persistent delays that affect school operations and learning.

Bore called on the government to review the current funding model and ensure timely and adequate disbursement to all schools.

“Education is a right, and it must be adequately funded. We cannot continue like this,” he concluded.
