KNUT faults capitation disbursement, urges gov’t to prioritize education

The Kenya National Union of Teachers (KNUT) has criticized the government over what it terms as a discriminatory and inadequate system of capitation disbursement to schools.

KNUT National vice chair Hezbon Otieno said the current mode of releasing funds lacks equity and has adversely affected learning across the country.

Speaking during an education stakeholders’ forum in Kericho, Otieno, revealed that the government had committed to releasing 30 percent of the annual capitation during the second term— a promise that he says has not been honored.

“The government had committed to releasing 30 percent of the annual capitation during the second term. However, this promise has not been honored,” he said.

Otieno described the situation as alarming, noting that many schools are struggling to operate due to financial constraints.

He stressed that education—being the fourth goal under the United Nations Sustainable Development Goals (SDGs)—must be adequately funded and prioritized in national planning and budgeting.

Otieno noted that addressing the teacher shortage would improve the quality of education and motivate educators across the country.

“We are urging Education Cabinet Secretary Julius Ogamba to urgently intervene. Many schools are yet to receive their allocation, and this delay is significantly disrupting teaching and learning,” he said.

Additionally, KNUT has appealed for increased budgetary allocation to the Teachers Service Commission (TSC) to facilitate the employment of more teachers.
