Kisii MCA seeks enactment of Disability Act to address challenges facing special schools

Bogeka Ward Member of County Assembly (MCA) has decried under-funding to special schools and pledged to table a motion to enact the Disability Act which was proposed in 2016 but did not proceed.

MCA Richmond Manani said that it is not clear who between the county and national government is supposed to fund the schools resulting to heavy reliance on county governments for funding.

Apart from that, he said that parents were also being burdened with hefty school fees.

He called on stakeholders to consider the financial challenges faced by special schools and proposed the establishment of a special fund to support these schools to make education accessible to individuals with disabilities.

Furthermore, Manani underscored the importance of establishing Early Childhood Development and Education (ECDE) facilities that can cater for children with mobility challenges to ensure they access education undisrupted.

Additionally, he suggested that a comprehensive review of the existing Disability Act should be conducted to assess whether it has effectively achieved its intended purpose.

It is worth noting that the Act was initially established in 2003 with the aim of promoting equity for individuals with disabilities.

The MCA further stressed the need for introducing people with disabilities to the digital world to enable them to benefit from digital resources and opportunities.
