Kenya Secondary Schools Heads Association (KESSHA) Mumias East branch has defended the NG-CDF and county bursary programmes for being very supportive in schools and meeting the needs of students from all over the country.
During the public participation for the NGCDF Amendment Bill 2025, Peter Busolo, the KESSHA Chairman for Mumias East Sub-County, stated that they are advocating for the bill, along with the other two sections, to be enacted into law.
Busolo, also the head teacher of Mwitoti Primary and Junior Secondary School, said the fund has assisted in the construction of schools, expressing that as residents walk around the schools, they are shining, which is why KESSHA is getting support from leaders.
“Many of our students here are issued bursaries, which have effectively supported them in schools, acquiring education just like those from rich families,” Busolo said.
“That’s why teachers defend the fund under whichever circumstance, and the public supports the bill so that all students get access to education in a conducive learning environment.”
Following the NGCDF construction and renovation of classrooms, which MPs do, he commended area MP Peter Kalerwa Salasya for trying his best. He urged him to continue in the same spirit, reaching all schools in his area of jurisdiction.
Khaunga Secondary School Principal David Memba, speaking on behalf of secondary school teachers in Mumias East, said they support the bill, adding that they have received more developments through CDF.

As Mumias East is a relatively young sub-county, the Principal revealed that it has progressed in development compared with other sub-counties that have existed for so long.
Memba disclosed that the Education sector received new schools during the former MP Ben Washiali’s regime. As new schools were introduced simultaneously, more than nine schools emerged in Mumias due to the CDF.
He added that the constituency has strongly supported the construction of administration blocks. “I want to tell you that the administration blocks in the constituency are not in other subcounties, and classrooms in all 27 schools have been constructed through the fund, including lab construction courtesy of CDF,” the Principal reaffirmed.
“It went viral, thanking CDF on transport, not just on the purchased school buses. CDF issues bursaries and is proud. Mumias East is one of the sub-counties with many school buses, and from nothing, suddenly, it has received six new school buses.

There was a problem where I teach. It wasn’t easy to reach noon. Whenever it rained, I could escape and come to Shianda, but now teachers can overstay there and teach children up to 6 pm because of the construction of roads to bitumen standards, courtesy of CDF.”
He expressed his gratitude to CDF for issuing bursaries when the government cannot respond, like now, when the government has not disbursed any allocation, and their refuge is always CDF.
