KESSHA boss roasted over capitation funds for secondary schools

Education expert Mr. Kennedy Echesa has bashed the Kenya Secondary Schools Heads Association (KESSHA) National Chairman Mr. Kahi Indimuli over huge contributions forwarded to the association slashed from capitation funds provided for schools.

Speaking during an interview at a local TV station, he said that delay in release of the funds has paralyzed running of schools.

He lamented that little or no efforts were being made and no reasons were being brought forth to explain the silence while rubbishing the excuse by the Ministry of Education who said that required systems were down thus causing the delay.

“We wonder why the Ministry has continuously pointed at Unique Personal Identification (UPI) and National Education Management System (NEMIS) as reasons for late capitation .We want them to come out clearly on the issue to allow education continue,” he said.

The educationist said that the shutting down of NEMIS, which has denied principals access to crucial information on beneficiaries of the fund, is a plot by the government to misappropriate capitation funds to schools.

In his defense, Indimuli cited that funds received are intended to pay tuition fees, buy text books, health insurance, coordinate the Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA) and branding activities and urged education stakeholders not to read anything sinister.

On difficulty to identify beneficiaries, Indimuli said the government has reverted to manual input as an alternative that captures all students not netted by NEMIS and UPI codes.
