The Kenya Education Management Institute (KEMI) has directed all county directors of Ministry of Education (MoE) to identify suitable training venues in readiness for a nationwide capacity-building exercise targeting school heads and teachers.
In a circular dated 7th October 2025, KEMI Chief Executive Officer Dr Maurice Odondo said the Ministry of Education has mandated the institute to spearhead a national training initiative on the operationalisation of the Kenya Education Management Information System (KEMIS).
The system is designed to enhance data-driven decision-making, institutional accountability, and effective education management practices across schools.
The training, according to Dr Odondo, will involve heads of primary and junior schools, as well as two teachers from each institution.
The sessions aim to equip participants with the knowledge and skills necessary to implement and utilise KEMIS effectively in school operations.
“The purpose of this exercise is to strengthen school-level data management, promote evidence-based planning, and support efficient use of education resources,” Dr Odondo noted in the circular addressed to County Directors of Education.

KEMI instructed the county offices to identify training venues at the sub-county level that can accommodate participants from nearby schools.
Each venue should have the capacity to hold a maximum of 150 participants to ensure effective engagement during the sessions.
The identified venues are to be submitted to KEMI through the official email info@kemi.ac.ke by 13th October 2025.
The circular emphasised that the training forms part of the Ministry of Education’s broader effort to enhance management skills among education administrators as the country continues to integrate technology into school operations. KEMI, established under Legal Notice No. 19 of 2010, serves as the capacity-building arm of the Ministry, providing management training, research, and consultancy services to institutions within the education sector.
For logistical coordination, KEMI advised county officers to contact Mr. Symon Ngatia, the KEMIS Training Coordinator, for further clarification.
Dr Odondo thanked education officials for their continued collaboration and urged them to fully support the implementation of the exercise.
He reaffirmed KEMI’s commitment to strengthening leadership and governance in schools, saying the initiative will play a key role in advancing efficiency, transparency, and accountability in the management of education institutions across Kenya.
