Kakamega MCAs demand urgent action on stalled ECDE projects

Kakamega County Assembly’s Committee on Education, Early Childhood, and Vocational Training has called for urgent interventions to revive stalled Early Childhood Development Education (ECDE) projects across the county.

The high-level consultative meeting with officials from the Ministry of Education and Technology on Thursday aimed to assess progress, identify bottlenecks, and map out strategies to ensure that the delayed ECDE centers are completed and operationalized without further setbacks.

Committee members expressed deep concern over the prolonged delays, which have denied young learners access to quality learning environments. They underlined the critical role of ECDE in laying the foundation for a child’s academic journey and stressed the need for swift action to safeguard the county’s investment in early education.

Ministry officials acknowledged the implementation gaps, citing disputes with contractors, budget constraints, and logistical challenges as key causes of stagnation. They, however, assured the committee that a revised project implementation plan and enhanced monitoring framework are underway to accelerate completion.

Speaking during the session, Committee Chairperson Helemina L’lanziva said education cannot thrive amid delays and uncertainties. She called for strengthened collaboration between the ministry, contractors, and county departments to guarantee timely delivery of the projects.

In response, County Executive Committee Member (CECM) for Education, Dr. Benard Amwayi, pledged the department’s commitment to resolving the delays. He explained that most stalled ECDE projects were affected by budget realignments and contractor performance issues but emphasized that corrective measures had already been initiated.

“ECDE forms the backbone of any strong education system,” Dr. Amwayi noted. “As a department, we cannot allow these projects to drag on. Our duty is to restore efficiency, deliver quality, and ensure our young learners have the learning environment they deserve.”

Dr. Amwayi was accompanied by his Chief Officer, Anslem Lubanga, as the ministry reiterated its commitment to fast-tracking stalled projects and meeting the county’s education goals.
