Kajiado County assembly introduces bill to support VTCs and ECDE

Kajiado County MCAs during public participation on Early Childhood Education Bill and Vocational Training.

The Chairperson of the Members of County Assembly (MCAs) of Kajiado Joshuia Saitoti has unveiled a significant bill aimed at establishing a robust legal framework to support the creation of Vocational Training Centers (VTCs) within the county.

Speaking on behalf of the Assembly, Saitoti highlighted the bill provisions for the establishment of VTCs, ensuring their autonomy and management by members.

“This proposed legislation will not only lay the groundwork for self-regulation of these centers but will also facilitate the implementation of the county’s government functions as outlined in the Fourth Schedule of the Constitution,” he stated.

Furthermore, the Chairperson noted that it outlines a framework for oversight, evaluation, target setting, and quality assessment of these vital educational institutions.

Additionally, he said that the public has been granted the opportunity to participate in this initiative across all five sub-counties in Kajiado County.

“Stakeholders have collectively called for increased budget allocation to support VTCs, recognizing their essential role in the community,” Saitoti explained.

Simultaneously, he added that the Assembly has introduced the Kajiado County Early Childhood Education Bill of 2023 for public engagement.

He mentioned that this bill focuses on regulating early childhood education and care centers, home-based education and care services, and hospital-based education and care services.

The Chairperson also highlighted that it empowers the County Executive Committee Member to establish these facilities and prescribes a curriculum framework for licensed early childhood services, following consultation with stakeholders.

During the public participation meeting on these bills, lawyer and politician Kinyua Kibiru expressed the view that the power to establish these centers should be vested in a board rather than solely in the CECM Member, advocating for a more balanced distribution of authority.

Additionally, he emphasized the need for increased funding to sustain these crucial educational initiatives.

Kibiru further noted that the bill also includes provisions for protecting teachers and staff at early childhood education and care centers.

“Any intentional insult, abuse, or intimidation towards staff is deemed an offense, punishable by a fine not exceeding Ksh. 50,000,” he stated.

This legislative initiative aims to enhance education and care provisions in Kajiado County, fostering a brighter future for its residents.
