Primary school head teachers who are also acting as Junior Secondary School (JSS) principals have been warned against misusing capitation funds meant for the institutions as they will be in charge of the funds together with their Board of Members (BOM) to ensure that there is smooth learning taking place.
The Ministry of Education has released Shs9.6 billion capitation funds and 15 million books for JSS and is also set to release guidelines with breakdown of how the funds will be used by the institutions.
Nonetheless, the Ministry of Education used the number of learners who sat Kenya Primary School Education Assessment (KPSEA) exams last year.
Eunice Khaemba, the County Director of Education for Homa Bay sent out warning to all heads of JSS against using the funds without proper directive from the ministry.
“Reference is made to regulations 54 (1-2) of the public Finance Management Regulations 2015 which states that: (1) except as provided for in the Act and there regulations, an Accounting Officer of an entity may not authorize payment to be made out of funds earmarked for specific activities for purposes other than those activities. (2) A public officer who makes payment contrary to paragraph (1) commits an offence under the Act,” Eunice said in reference to the Ministry of Education Circular released by the PS Belio Kipsang.
