Govt to disburse capitation funds as one bundle from July

The Ministry of Education through the Principal Secretary for Basic Education, Dr. Belio Kipsang has revealed plans to integrate the disbursement of Free Primary Education (FPE), Free Day Secondary Education (FDSE) and funds for Special Needs Education (SNE) learners across the country from the next financial year.

In a circular dated April 24, 2023 released by the Ministry of Education, issued under Article 35(3) of the Constitution seen by Education News, Belio said that the additional funds that the state spends to support SNE learners in public primary and secondary schools will be sent as one bundle instead of being sent separately from FPE and FDSE.

He also revealed, during the 20th Edition of the Kenya Special Schools National Athletics Championships at Dagoretti High school over the weekend that the government will give priority to the infrastructural needs of special schools going forward.

He said at the same time that Fred Haga, the Director for Special Needs Education (SNE) who was present at the meeting, that the ministry separately disburses an additional Ksh 2, 300 to learners with special needs in public primary schools and an additional Ksh 12, 000 in boarding primary schools for learners with disabilities schools under special needs primary schools grants and Ksh 35, 000 to their counterparts in secondary schools, over and above the Ksh 22, 244 the learners receive under FDSE.

He applauded the move saying it will enable the learners in special schools, integrated and special units receive their primary and secondary schools grants concurrently with FPE, FDSE.
