Govt releases Ksh2,403 per JSS student for third term

The government has released the vote head allocation for the released Free Day Junior School Education (FDJSE) funds for Junior Secondary Schools (JSS) for term three.

In a memo signed by Basic Education Principal Secretary (PS) Dr. Belio Kipsang’ dated September 2, 2024 addressed to County Directors of Education (CDEs) across the country, every JSS student will receive Ksh2,403.61 while schools will receive Ksh74,793.20 as basic allocation.

The PS said that the funds have been allocated for both Operation and Tuition accounts, adding that the data used was obtained from NEMIS as of August 6, 2024 at 2:38 pm.

For the Operation account, personal emolument was allocated Ksh43,316; rental box and postage, telephone charges, Board of Management (BOM) meetings and capacity building was allocated Ksh17,919; internet connectivity was allocated Ksh7,350 and electricity, water and conservancy Ksh2,352.

Subsequently, the Tuition account was allocated Ksh3,856.20 bringing the total amount to Ksh74,793.20.

Vote heads per learner for the Operation account have been allocated thus; local transport and travel at Ksh160, co-curricular activities (Ksh140), administrative costs(Ksh130), and medical and insurance (Ksh90).

For the Tuition account, vote heads have been allocated as follows; stationery/writing materials (Ksh 400), textbooks and supplementary readers – KICD (Ksh366.80), materials for practicals under CBC (Ksh240), assessment (Ksh126.81) lab material (Ksh90), and capacity building (Ksh90) to bring the total to Ksh2,403.61.

Dr. Kipsang directed schools with students in Grade 8 to prioritize the purchase of desks and chairs using the part of the RMI vote head for Grade 9.

The CDEs have been directed to ensure that school heads in their area of jurisdiction acknowledge receipt of funds by issuing official school receipts to the PS for both tuition and operation accounts.

Further, the PS directed that the tuition account where all payments should strictly be made by cheques, the funds must be utilized for the procurement of teaching and learning materials only while an operation account be used for banking of all the government subsidies except the tuition funds.

“Having individual students sign school –lists per class that show their admission numbers and full names as in the admission register and the amount awarded. These lists should be attached to the payment voucher kept in the school as per procedure and every student issued with a school official receipt for the allocation,” the memo reads.

For schools that may have been left out from the allocation of funds due to conflicting of characteristics, the PS said that they will receive their funds once correct details are provided and confirmed.

Dr. Kipsang further directed the head teachers of the said schools to write to his office detailing the correct UIC, account details and enrolment.

Furthermore, Boards of Management (BoMs) in schools countrywide have been tasked to ensure prudent use of school funds and to adhere to the laid down financial regulations as stipulated in the reviewed Handbook on Financial Management for Public Schools, Teacher Training Colleges, and Technical and Vocational Colleges in Kenya.

Schools have also been asked not to charge for lunch programme, any other fee/levy, and the school heads shall be responsible for the application and utilization of funds as the Accountant Officer of their schools.
