Basic Education Principal Secretary Julius Bitok has confirmed that the government is finalizing all pending payments for personnel involved in the 2025 national examinations. Speaking during the official release of the 2025 Kenya Certificate of Secondary Education (KCSE) results, the PS assured thousands of teachers, examiners, and coordinators that their remuneration remains a top priority for the State Department.

“I want to assure all our stakeholders who took part in the 2025 examination that we are working very closely with the Treasury, and their dues will be paid as soon as possible,” PS Bitok stated, addressing concerns regarding the delays in clearing allowances for those who facilitated the administration and marking of the exams.

Beyond the logistical success of the KCSE, which saw 993,226 candidates transition from the basic education level, the Ministry is actively managing the complex shift toward Competency-Based Education (CBE).

PS Bitok noted that while the 8-4-4 system is being phased out, the government remains committed to maintaining high standards for the remaining cohorts. He expressed confidence in the current reforms, emphasizing that the Ministry is focused on providing quality education to every learner in line with national goals.

He also revealed that MoE is also addressing immediate challenges regarding Grade 9 and Grade 10 transitions, announcing that the delivery of Grade 9 textbooks is currently on course, with the government aiming to achieve a 1:1 learner-to-textbook ratio by January 2025.

Furthermore, in a direct response to public feedback, a second review of Grade 10 placements is underway to resolve concerns raised by parents and guardians.

Bitok added that efficiency and resource mobilisation will be enhanced through Public‑Private Partnerships, citing collaborations such as the Safaricom M‑Pesa Foundation to support infrastructure, content and capacity for the CBC reforms
