Education Cabinet Secretary Julius Migos Ogamba told the Senate on Wednesday, October 1, 2025, that reforms of Junior Secondary Schools (JSS) are ongoing to address persistent challenges of independence, staffing, and structural framework.
“The process of reforming Junior Secondary to respond to any emerging concerns is in progress. At the appropriate time, Parliament will be presented with proposals for its consideration,” Mr Ogamba assured Senators.
He explained that while the Government is currently running JSS based on recommendations of the Presidential Working Party on Education Reforms, consultations with parents, teachers and lawmakers remain ongoing to refine the system.

“We are listening to stakeholders across the country to ensure that the JSS model works effectively. Reforms must be evidence-driven and responsive,” he said.
Ogamba stressed that the Ministry’s commitment is to safeguard the Competency-Based Curriculum and protect the learning outcomes of children.
“Our ultimate goal is to refine the framework so that it works for every child in Kenya,” he told the House.
Senators welcomed the assurance but pressed for urgency, noting that confusion in staffing and subject delivery has unsettled many schools.
