The Executive Office of the President has announced a mandatory half-day virtual training for all drivers of government vehicles across national and county entities. The training, scheduled for July 2 and 9, 2025, will be facilitated by the Government Vehicle Check Unit (GVCU) in collaboration with the National Transport and Safety Authority (NTSA).
In a circular dated June 7, 2025, Arthur A. Osiya, CBS, signed the directive on behalf of the Chief of Staff and Head of the Public Service Felix K. Koskei, EGH. The directive targets drivers affiliated with the National Government, County Governments, Parliament, the Judiciary, Constitutional Commissions, Independent Offices, and State Corporations.
According to the circular, “The Government Vehicle Check Unit (GVCU), a Police Unit mandated to stop, check, and report irregularities in government vehicles across all arms of government, will conduct mandatory half-day virtual training for all drivers of government vehicles.” This marks the latest initiative in a broader effort to promote accountability and eliminate misuse of state vehicles.
The training will cover several key topics, including legal compliance, ethical conduct, and the proper use of public vehicles. It will also refresh drivers’ understanding of traffic laws and government expectations. As emphasised in the circular, “The training will cover: Government expectations on the use and management of government vehicles.”
One of the core changes being introduced is the rollout of New Generation Number Plates. The training will guide drivers on how to manage the transition, including payment procedures for fines levied during GVCU inspections. “New directives on the use and management of government vehicles, including the acquisition of New Generation Number Plates,” reads another section of the circular.
To participate, drivers must individually register online via the Chief of Staff and Head of Public Service’s website starting June 25, 2025. They will then receive personalised meeting links for the session. The directive notes, “Drivers must register individually using their email addresses via the Chief of Staff and Head of the Public Service’s website (www.headofpublicservice.go.ke) from Wednesday, 25th June 2025.”

Supervisors and transport managers have been instructed to ensure full compliance with the directive. “Administrators and Transport Officers/Managers are required to mobilise all drivers under their jurisdiction to attend this mandatory training,” the circular concludes.
Enforcement of the new standards is expected to follow immediately after the training period. GVCU and NTSA will step up monitoring activities to ensure that all government vehicles are operated within the new legal and ethical framework.
The move is expected to enhance fleet management, curb vehicle misuse, and promote safety on Kenyan roads — all part of ongoing efforts to improve service delivery in the public sector.
The letter was also copied to several top government officials, highlighting the importance of this exercise. These include Rt. Hon. Moses M. Wetang’ula, EGH, Speaker of the National Assembly; Amason Kingi, EGH, Speaker of the Senate; Hon. Lady Justice Martha Koome, EGH, Chief Justice; H.E. Ahmed Abdullahi, EGH, Chair of the Council of Governors; Mrs. Mercy Wanjau, EGH, Secretary to the Cabinet; Hon. Katoo Ole Metito, EGH, Comptroller of State House; Ms. Wanjiku Wakogi, CBS, Chief of Staff, Deputy President; and Mr. Joseph N. Busiega, MGH, MBS, ‘ndc’ (K), Chief of Staff, Office of the Prime Cabinet Secretary.
The initiative is expected to enhance vehicle oversight, promote road safety, and reduce the misuse of public resources across all levels of government.
