Govt approves law to end exam-centric education model

Education reforms approved at State House aim to replace Kenya’s exam-centric system with competency-based assessments aligned to classroom learning.

The Cabinet has approved a law that will shift the education system in the country away from its long-standing exam-centric education model.

In its sitting on Tuesday February 11, The Kenya National Educational Assessments Bill, 2025, was approved to replace the existing examination-focused system.

In a document seen by Education News, the Cabinet pointed out that the Bill aims to “replace the examination-centric model of the Kenya National Examinations Council with competency-based assessments.”

Under this new structure, assessment will be aligned with learning outcomes rather than high-stakes examinations.

Cabinet noted that the changes conform to “the Competency-Based Education structure,” reinforcing continuous and classroom-based evaluation.

Teachers are expected to play a more central role in assessment, with the Cabinet stating that the reforms “strengthen quality assurance” across the education system.

The assessment reforms form part of a coordinated legislative package.

The Cabinet confirmed that it had “considered, adopted, and forwarded to Parliament a package of education reform Bills,” ensuring alignment among curriculum, assessment, and teacher training.

The reforms also target inefficiencies within the sector.

Cabinet stated that the new system seeks to “eliminate long-standing duplication, overlaps, and inefficiencies across the sector.”

The decisions were made during a Cabinet meeting held on Tuesday, February 10, 2026, at State House, Nairobi, chaired by President William Ruto.
