Governor Ottichilo signs Vihiga County Education Bill, 2025 to boost scholarship and bursary access

Students under the Governor’s Scholarship and bursary programs in Vihiga County are set to benefit from smoother access to education following the signing of the Vihiga County Education Bill, 2025, into law by Governor Dr Wilber Khasilwa Ottichilo.

The new law replaces the 2014 Education Bill, which guided the county’s scholarship and bursary operations for the past decade.

Under the new Act, the county government will not only continue offering scholarships and bursaries to deserving students, but will also expand its scholarship and bursary programs. Still, it will also provide supplementary education grants to eligible learners enrolled in secondary schools and Vocational Training Centres (VTCs).

The legislation sets clear criteria for awarding scholarships, ensuring transparency and equity in the selection process. Governor Ottichilo said the move underscores his administration’s commitment to promoting access to education and reducing financial barriers for bright, needy students.

“We aim to ensure that every child in Vihiga has the opportunity to complete their education without interruption due to lack of school fees,” Dr Ottichilo said during the signing ceremony at the county headquarters.

Since its inception, the Governor’s Scholarship Program has achieved notable success, with over 90 per cent of beneficiaries securing admission to universities across the country. In contrast, others have enrolled in TVET institutions and VTCs.
