Teachers Service Commission (TSC) Commissioners and top management staff spent the better part of last week to review and validate the draft copy of the Career Progression Guidelines (CPG) for the Secretariat Staff which was developed in 2018.
Sometimes last year, the Commission sent out circulars to field officers and staff at the headquarters asking them to provide views regarding the draft CPG.
According to the draft document, the guidelines have established four grades of Clerical Officers cadre who are Clerical Officer III TSC Scale 3 (entry point), II TSC Scale 4 and I TSC Scale 5, and Senior Clerical Officer TSC Scale 6.
It has also established six grades of drivers’ cadre notably Driver III at TSC Scale 1 which is the entry grade for holders of KCSE D (Plain), Driver II at TSC Scale 2 which both an entry grade and promotional for holders of KCSE D+ (Plus), Driver at I TSC Scale 3 which is both an entry grade for holders of KCSE C- (Minus) and a promotional grade, Senior Driver at TSC Scale 4, Chief Driver TSC Scale 5 and Principal Driver TSC Scale 6.
On human resource functions the guidelines have established 12 grades which are Human Resource Assistant at TSC Scale 5, Human Resource Officer II at TSC Scale 6, Human Resource Officer I at TSC Scale 7, Senior Human Resource Officer at TSC Scale 8, and Chief Human Resource Officer at TSC Scale 9.
Other cadre includes Principal Human Resource Officer at TSC Scale 10, Assistant Deputy Director TSC Scale 11, Deputy Director at TSC Scale 12, and Senior Deputy Director at TSC Scale 13. Director (Human Resource Management and Development) at TSC Scale 14 and Deputy Commission Secretary (HRM&D) at TSC Scale 15.
Legal Services Section has two sections for court clerk, legal officer, and labour and Industrial Relations Officers. On Court Clerk the guidelines have establishes 2 grades of Court Clerk or Process Server at TSC Scale 6 and Senior Court Clerk or Process Server at TSC Scale 7 which will both form common establishment for this cadre.
For Legal Officers, the guidelines have established 7 grades of Personnel who are assigned to Section. They include Senior Legal Officer at TSC Scale 8, Chief Legal Officer at TSC Scale 9, Principal Legal Officer at TSC Scale 10, Assistant Deputy Director (Legal) at TSC Scale 11, Deputy Director (Legal) at TSC Scale 12, Senior Deputy Director (Legal) at TSC Scale 13 and Director at TSC Scale 14.
The Posts of Legal Officer, Senior, Chief Legal Officer at TSC Scale 8 and 9 will form common establishment for this cadre.
For Labour and Industrial Relations Officers, the guidelines establishes three grades of Personnel assigned to it that is Assistant Deputy Director at TSC Scale 11, Deputy Director at TSC Scale 12 and Senior Deputy Director at TSC Scale 13.
The guidelines have also established a position of Facility Management which has established eight grades which are Facility Management Assistant at TSC Scale 5, Facility Management Officer II at TSC Scale 6, Facility Management Officer I at TSC Scale 7, Senior Facility Management Officer at TSC Scale 8.
Others are Chief Facility Management Officer at TSC Scale 9, Principal Facility Management Officer at TSC Scale 10, Assistant Deputy Director Facility Management at TSC Scale 11 and Deputy Director Facility Management at TSC Scale 12.
The guidelines provide that the posts of Facility Management Officer I, Senior Facility Management Officer and Chief Facility Management Officer which is TSC Scale 7, 8 and 9 will form common establishment for this cadre.
