Ghosts of TPAD, acting headship position haunt teachers in ongoing TSC interviews

The Primary school teachers’ hope to secure promotion in the just concluded Teachers Service Commission, (TSC) promotional interviews sunk after realising that the requirement for them to have acted as Head teachers was a mirage especially to the lower job group teachers.

The woes of some of the teachers further deepened after realizing that, there were glaring mismatch between the Tpad averages for years 2022,2023 and 2024 with what the panelists had for comparisons.

Section three of the interview score sheet was termed by the teachers as the mother of all marks that would catapult one to the promotion group.

“Those who had acted as Headteachers and had over 7 years length of stay in the same job had already qualified before coming out of the interview room,” said a dejected Fatuma from Bungoma County.

According to reports, this provision is believed to have been used by the commission to reduce the number of teachers who will eventually qualify and thus promoted.

Education News has established that tutors who were on study leave in 2022,2023 and 2024 had a rough time as far as Tpad ratings was concerned.

“I was training at the Kenya Institute of Special Education between 2022 and 2023, and therefore I was not appraised due to my study leave. I entered the interview room only to be told by the panelists that my Tpad average for the three years was 9%,” lamented Otiso from Nyamira County.

It was also established that the number of teachers who were shortlisted for advert 32/2025(SNE) was very few. Many teachers from special schools and units who were reached by this platform complained that this year’s promotions did not favor them.

“We are always an afterthought in major decisions including promotions. Why are our slots so few every year yet many of us have stagnated?” asked a dejected  Ngure from Kirinyaga county.

As from Monday, October 13, TSC will commence round two of the promotional interviews which will mainly target post primary teachers. The exercise will take place at the county level for tutors up to job groups D2. Principals and curriculum support officers’ interviews are scheduled to be conducted at the regional levels.
