Every county to establish, manage TVCs, if Senate passes Bill

Technical Vocational and Education Training (TVET) stakeholders are working on the County Vocational Education and Training Bill, 2022 that will see all counties establish and manage a Technical and Vocational Centre (TVC).

The stakeholders held a meeting from Tuesday, February 7 to 8 in Naivasha led by State Department for TVETs Principal Secretary (PS) Esther Muoria, chaired by Murang`a Senator Joe Nyutu and  assisted by nominated Senator Peris Tobiko; where they sought to establish a legal framework for the Bill.

The Bill, proposed by Homa Bay Senator Moses Kajwang`, will provide a framework to formulate and implement county programmes to ensure the availability, accessibility and effective delivery of training courses.

“Each county government shall, in consultation with the relevant stakeholders, establish and maintain such vocational education and training centres,” the Bill reads.

According to the Bill, the Education CS will, at his discretion, develop the required evaluation standards for learners which may include examinations and certification as well as curriculum activities; and also accredit institutions that meet the required programme standards.

It further restricts operation of any vocational training centre unless licensed under the Technical and Vocational Education and Training Act.
