Stakeholders in the education sector are calling on the Teachers Service Commission (TSC) and the Ministry of Education (MoE) to publicly release the contents of the document signed between them on May 15, 2025.
Responding to the Education News survey on the state of collaboration between TSC and MoE, teachers, unions, and education officers from both sides claimed that the document should not gather dust in the Government, like several others.
Stakeholders believe the framework for engagement between TSC and MoE facilitates the articulation of the shared vision and objectives of the two institutions regarding education in Kenya, defining specific roles and responsibilities of each institution to ensure alignment and avoid duplication.
“When the deputy president, Professor Kithure Kindiki, brought together TSC and MoE top brass to an amicable agreement, we as Education officers believed that the nasty tug of war that had derailed our duties had come to an end . But again, there seems to be nothing new,” replied an Education officer.
The teacher unions on their part hoped that the signed framework would outline mechanisms for improved communication and collaboration between MoE and TSC, including regular joint meetings, initiatives, information sharing, teacher training, professional development and career advancement within TSC and more.
They further urged the quick implementation of the agreement, as it will facilitate the introduction of a competency-based curriculum.

Presidential working report on education and reforms, among other changes, was recommended.
The Presidential Working Party on Education Reforms (PWPER) report recommended areas of alignment and functional separation between the Ministry of Education (MoE) and the Teachers Service Commission (TSC). The document further recommended timelines for achieving the objectives in the grey areas that were identified as sources of confrontation between the MoE and the TSC.
Implementation of the PWPER has sometimes stalled due to what many view as a hard stance on the part of TSC.In one of the engagements with the MoE in the past, the TSC CEO walked out of the meeting, and this incident brought to light the bad blood between the two major stakeholders in the Education sector.
Currently, the TSC top brass are holed up in a workshop at Naivasha, bringing on board Regional, County, and sub-county Directors from all over the country.
It is rumoured that TSC is trying to redeem its image after a period of dented image.
Promotional queries, employment forms in the hands of politicians, a dysfunctional CPG, teacher rationalisation challenges, and other hiccups form the basis of the Naivasha retreat.
