Education stakeholders trained on sub-county treasuries and projects reporting

Ministries at Kakamega county have earnestly begun training officers in their respective departments in anticipation of decentralization of funds to sub counties starting this financial year.

The Ministry of Education, Science and Technology convened a meeting to sensitize and train Program Officers for Early Childhood Development Education (ECDE) on the new system that intends to improve the quality of services by transferring funds to sub counties.

County Executive Committee Member for Education Dr. George Akolo Lutomia acknowledged that there is urgent need to capacity build the officers, who will be signatories to the accounts once the system is effected at the grassroots.

“The officers are here in their capacity as handlers of ECDE teachers who tackle the most sensitive stakeholders of our education system, the ECDE pupils. These efforts are geared towards improving the standards of education and welfare of the learners,” he assured. 

Dr. Lutomia also revealed that the Ministry, with the help of the County Public Service Board, had developed a Scheme of Service for ECDE which is awaiting operationalization once it is ratified by the appropriate Government offices. 

Chief Officer Dr. Irene Ashioya said the officers were also taken through the Electronic County Integrated Project Management System so as to assist in monitoring the Department’s projects for prompt and required execution by the contractors. 

She challenged officers in her Ministry to step up service delivery so as to earn the much coveted first position in the County’s ministerial performance ranking.

Her counterpart at the Service Delivery Unit Dr. Phitalis Masakhwe applauded the Ministry for timely reporting on projects statuses and implementation adding that so far no project within the Ministry has stalled.
