Education Cabinet Secretary (CS) Ezekiel Machogu has denied claims that the national government wants to take over the management of Early Childhood Development and Education (ECDE) sub-sector from county governments.
Speaking in Murang’a during issuance of bursary scholarships by the county government, the CS clarified that ECDE is a devolved function under counties, pointing out that the Constitution is clear which layer of government is mandated to manage it.
Machogu was responding to an ongoing debate that the national government is planning to usurp the management of ECDE contrary to the Constitution.
The CS said both levels of government are working together under one vision to implement an education system beneficial to the country’s children.
He further told head teachers to desist from collecting money from parents purportedly for building infrastructure in their institutions, saying schools should not slap levies that will make education expensive for poor Kenyans.
The host governor Irungu Kang’ata disclosed that the county bursary kitty is allocated Ksh118 million for deserving learners.
Kang’ata explained that the money will assist those joining Form One this term who will be competitively selected on the strength of their need.
He said the selection criteria include performance in KCPE, physical challenges, and family and financial status.
