BPrincipal Secretary for the State Department for Technical and Vocational Education and Training (TVET), Dr Esther Thaara Muhoria, has been ranked the second-best-performing Principal Secretary in Kenya in the newly released 2025 Politrack Africa opinion polls.
The assessment placed Dr Muhoria 2nd out of 20 Principal Secretaries, acknowledging her exemplary leadership in strengthening the TVET sector and driving transformative reforms.
According to Politrack Africa, the top position in 2025 was shared by Dr Raymond Omollo, Principal Secretary at the State Department for Interior and National Administration, and Elijah Mwangi, Principal Secretary at the State Department for Sports.
Dr Muhoria followed closely in second place, while Charles Hinga, Principal Secretary for the State Department for Housing and Urban Development, ranked third. Prof. Julius Bitok, Principal Secretary for the State Department for Basic Education, secured the fourth position among the top-performing PSs.
The comprehensive assessment evaluated the effectiveness, innovation, and integrity demonstrated by Principal Secretaries across various ministries. Using a weighted scoring system, the evaluation measured key performance indicators including achievement of ministerial targets, efficiency in budget management and absorption, and improvements in service delivery.

To ensure fairness and accuracy, Politrack employed a multi-faceted evaluation methodology. This included Quantitative Data (60%) drawn from official government records such as performance contracting reports, audit findings, budget execution statements, and project completion documents.
Qualitative Evidence and Presentations (30%) were assessed through portfolios submitted by each PS and reviewed by a distinguished panel. Additionally, Stakeholder Feedback (10%) was gathered from ministry staff, officials in other government agencies, selected external partners, and members of the public through confidential surveys.
The 2025 ranking underscores Dr Muhoria’s unwavering commitment to transforming the TVET sector, improving service delivery, and leading reforms to enhance skills development and align TVET programs with Kenya’s evolving workforce needs.
