Disabled persons demand timely release of capitation funds to schools

PWDs in North Rift region have appealed for timely release of capitation funds to schools to ensure smooth learning and running of schools.

Persons With Disability (PWDs) in the North Rift region have appealed for the timely release of capitation funds to schools.

Led by Chairperson James Kirwa, they said that the third term is usually short and thus there was no need to delay the much needed funds so as to ensure their children stay in school.

Speaking in Kapsabet town, he noted that most of his colleagues grapple with numerous hardships and have been relying on funding from government and non-government entities.

“Most PWDs rely on the government and well-wishers for their children’s fees. We hereby ask the government to expedite the release of the funds,” he said.

He observed that it was shameful to send students home for fees frequently, as that not only discourages them but also exposes them to many dangers.

Kirwa also demanded timely and fair disbursement of county bursaries, stating that any form of unfairness will not be tolerated.

“We want to ask county governments to expedite the release of bursaries and ensure disbursement of the same is transparent. Any form of unfairness will not be tolerated at all,” added Kirwa.

The government’s yearly allocation of Ksh1,420 per primary school pupil is yet to materialize in many schools, compounding financial strain as parents also grapple with delayed fee payments.

This financial bottleneck has left head teachers in primary and junior secondary schools struggling to manage day-to-day activities, supplementing teaching staff, and meeting the requirements of the Competency-Based Curriculum (CBC).
