Account clerks and bursars have been urged to improve on financial management practices within schools and to ensure better oversight of accounts clerks to ensure transparency and accountability in the handling of public funds.
In its address at the annual national conference meeting, held at Sheikh Zayed in Mombasa, KESSHA, the Deputy Auditor General, Edwin Kamar, pointed out that schools should comply with all relevant financial regulations and reporting requirements.
However, they challenged them to continue preparing accurate and timely financial reports, which are crucial for decision-making and demonstrating accountability to financial stakeholders.
Additionally, their involvement in financial matters can help optimise resource allocation and ensure that funds are used effectively to support schools’ educational goals and priorities.
Their expertise can help school principals and other leaders make informed financial decisions and manage schools’ finances more effectively.

They should continually monitor internal control systems to safeguard schools’ funds and ensure that procurement processes are transparent and adhere to established guidelines.
In his note, he revealed that principals and the school’s management (Board of Management Committee) had a greater responsibility to demonstrate accountability and transparency, including delegating functional responsibility.
He also urged the accounts clerks to attend various training sessions organised by the county auditors’ forums to be more conversant with the financial matters they are expected to handle. They are also expected to uphold high ethical standards, including honesty, integrity, and accountability in their work.
Heads of schools and the board of management have also been warned against mismanagement of public funds. Many of our secondary schools’ management are engaging in mismanagement of funds, says the Deputy Auditor General.
