CSOs miss out on TSC appraisal tools as other employees enjoy

Curriculum Support Officers, (CSOs) has not been included on the appraisal tool by the Teachers Service Commission, (TSC) even though all other commission’s employees continue to enjoy.

This was revealed during the recent audit visits to various counties across the country by officers dispatched from headquarters to monitor effectiveness of the commission’s services in the field.

The audit team was shocked to learn that, unlike the sub county directors and head teachers, the CSOs remained unapprised yet they were the fulcrum as far as the commission’s activities in the field is concerned.

The team failed to understand why these cadre of officers were left out yet performance contracting formed the basis upon which any promotions were hinged on.

“How are you promoted when there’s nothing to gauge your performance of your duties?” asked one shocked auditor during an entry meeting that brought together Csos, sub county directors and county directors in one of the counties in western Kenya recently.

During the engagement, Csos got an opportunity to seek clearance on why it had taken almost a decade for the commission to realize the anomaly. They also raised issue with TSC for failing to operationalize 2019 Career Progression Guidelines, (CPG) for Csos a factor they blamed for their stagnation.

“Failure by the commission to implement fully the 2019 CPG and lack for performance contracting for Csos has seen us remain in one job group for long. Many of us have retired in the same job group promoted to,” said Anne.

She further said that they have been sitting in promotion panels at the sub county to facilitate promotions of teachers to higher job groups as they stagnated.

As teacher unions continue engaging the commission over 2025-29 CBA, TSC has gone ahead to change promotion criteria for teachers in non-administrative positions.

There will be no promotion interviews from job group B5 to C3. Also, report has it that job groups B5 and C5 will be abolished.

Csos who, according to TSC are teachers on matters promotion, are waiting with bated breath what the employer has for them as they wait for the development of performance contract.
