CS Ogamba cites budget strain behind unpaid supervisors, invigilators and examiners

Education Cabinet Secretary Julius Migos Ogamba has acknowledged that budgetary and cash flow challenges are to blame for the delayed payment of contracted professionals who administered and marked the 2025 national examinations.

In a statement, Ogamba confirmed that hundreds of supervisors, invigilators, examiners, and security officers engaged in the exercise are yet to receive their allowances. He described their concerns as legitimate and assured them that resolving the matter remains a top priority.

“The Ministry of Education wishes to acknowledge the legitimate concerns raised regarding the delayed payment of contracted professionals engaged in the administration and marking of 2025 national examinations and assessments,” Ogamba said.

The CS emphasised that the contracted staff were instrumental in safeguarding the credibility and smooth running of the national examinations, noting that their contribution is vital to the success of the examination calendar.

Those affected include supervisors and invigilators who managed centres across the country, security officers tasked with protecting examination materials, and examiners who marked scripts and processed results under the coordination of the Kenya National Examinations Council (KNEC).

According to the Ministry, the delays stem from wider budget and cash flow constraints that have slowed the release of funds. Ogamba assured that the Ministry, in collaboration with the National Treasury, is working to expedite the release of the requisite resources.

“We wish to assure all affected professionals that payment remains a priority. The Ministry, in collaboration with the National Treasury, is actively working to resolve the matter and expedite the release of the requisite funds within the shortest time possible,” he added.

Ogamba thanked the contracted personnel for their patience and professionalism during the period of delay, promising that measures will be taken to ensure timely payments in future examination cycles. The Ministry further indicated that additional communication will be issued once the funds are released.
