In what appears to be a water testing exercise, Ministry of Education,(MoE) through Public Service Commission, (PSC) has embarked on recruitment of teachers cum ICT officers.
In an advert seen by Education News, the interns will be deployed to schools to provide class support and training of primary school teachers.
What appears to rattle many in TSC, is how individuals registered with the commission are being recruited by the ministry of Education yet the constitution is clear on who should do so.

“The commission is the only body that has the express mandate to register, recruit, deploy and manage teachers in Kenyan schools and Teacher training colleges. Who will be managing these teachers, who will be recruited as ICT interns?” Asked one TSC officer who also felt that MoE and TSC tug of wars seem not to end anytime soon.
According to the advert, after successful recruitment the teachers will be expected to juggle between schools and MoE sub county offices as they provide class support and offering training to primary school teachers. They will also be supporting implementation of Digital learning programs.

TSC and MoE wars saw to the Deputy president Prof Kithure Kindiki on May 15, bring them to sign framework for engagement for the harmonization of their respective roles for more efficient service delivery in the sector. Since the signing of the agreement which is widely believed to have led to TSC ceding some powers to MoE, the contents have been kept secret.
The presidential working report on education and reforms recommended a raft of recommendations that TSC has always dodged since it touched on some of its mandate. The report for instance recommended the transfer of quality assurance component from TSC a function that is done by the curriculum support officers at the field.
