Challenges abound for TSC as over 13,000 teachers receive promotion letters

As 13,713 promoted teachers continue picking their promotion letters, with the latest group being Deputies and Senior Teachers whose letters have just arrived, it has emerged that the Teachers Service Commission (TSC) is facing a number of challenges in posting of newly promoted teachers.

A number of TSC County Directors and Sub-county Directors contacted by Education News confirmed that in certain counties, the big challenge is to get a station for the newly promoted teachers, especially primary school Headteachers at Grade C5, T-Scale 10.

In January this year, the teachers’ employer re-advertised 13,713 promotional vacancies for both primary and secondary school teachers with January 31 being the deadline of application.

The Commission set aside 10,507 vacancies for headteachers and deputy headteachers which included 2,733 posts of headteachers at T-scale 10 in regular primary schools and 32 posts for Special Needs Education (SNE) schools.

Deputy Headteacher II at T-scale 9 in regular primary schools had 7,720 posts while SNE primary schools were allocated 22 posts.

This cadre of teachers are to receive a minimum of Ksh62,272 to a maximum of Ksh77,840 at T-scale 10 Grade C5 and a minimum of Ksh52,308 to a maximum of Ksh65,385 at T-scale 9 Grade C4.

In other areas, the distribution of teachers is also a challenge due to interference by politicians and local communities who want to have their own posted at the stations.

There are also cases of teachers living with disability who have been promoted but declined the offer due to their unique challenges, especially blind and deaf teachers, forcing the Commission to go back to the drawing board and pick other suitable replacements.

On May 25, 2023, TSC re-advertised vacancies for 3,995 senior most school administrative positions after it failed to attract enough and right teachers to fill the positions as advertised between January and March this year.

The re-advertisement which gave teachers 9 days to make online applications until June 2, saw 3,313 positions allocated to Principals, Deputy Principals and Deputy Headteachers in secondary and primary schools.

They included a total of 360 positions for Principal T-Scale 13 implying that the Commission had only filled 250 positions considering the total number of teachers who were being targeted to be promoted to this positions in the initial January advert were 610 teachers.

A total of 385 Deputy Principals where the Commission had only filled 596 positions out of 981 positions advertised early this year; and another 2,568 positions for Deputy Headteacher which were re-advertised meaning that TSC had only appointed 5,174 Deputy Headteachers out of its target of 7,742 teachers.

Initially, in secondary schools, the Commission declared 3,206 vacancies with Chief Principals at T-scale 15 in regular secondary schools being allocated 73 posts and their counterparts in SNE secondary schools having 4 slots.

602 positions were allocated to Principals at T-scale 13 with SNE secondary schools being allocated 8 posts, Deputy Principal I at T-scale 13 had 17 posts while Deputy Principal II at T-scale 12 were allocated 725 vacancies.

This group will be taking home a minimum of Ksh131, 380 to a maximum of Ksh157,656 for Chief Principals, a minimum of Ksh104,644 to a maximum of Ksh125,573 for those who will be Principals and Deputy Principal I and a minimum of Ksh91,041 to a maximum of Ksh109,249 for those who will be appointed to be Deputy Principals II.

Deputy Principal III at T-scale 11 in regular secondary schools were given 244 vacancies while those in SNE secondary schools had 15 posts. Another 208 slots were allocated to Senior Master at T-scale 11 and 1,330 posts to the position of Secondary Teacher I at T-scale 8.

The entry monthly salaries Deputy Principal III and Senior Master will be Ksh77,840 on the lowest to Ksh93,408 on the highest.  However, Secondary Teacher I Grade C3 will have a minimum salary of Ksh43,154 to a maximum of Ksh53,943.
