Cabinet endorses sweeping reforms for teacher training

The Cabinet has approved major reforms to transform how teachers in Kenya are prepared, trained, and professionally developed throughout their careers.

At the core of the reforms is the Pre-Service Education and In-Service Training in Basic Education Bill, 2025, which the Cabinet said directly addresses the quality, relevance, and consistency of teacher preparation.

According to the document seen by Education News, “teacher preparation and professional development are addressed through the Pre-Service Education and In-Service Training in Basic Education Bill, 2025.”

The decisions were made during a Cabinet meeting held on Tuesday, February 10, 2026, at State House, Nairobi, chaired by President William Ruto.

The reforms are part of a bigger quality assurance agenda in education.

Cabinet stated that the legislative package “strengthens quality assurance, rationalises school governance, and introduces coordinated administration of bursaries and scholarships,” with teachers identified as central to effective implementation.

The new framework seeks to align teacher education with classroom realities under the Competency-Based Education structure. Cabinet emphasised that the reforms ensure coherence between how teachers are trained and how learning is delivered in schools.

Efficiency and accountability were also cited as key drivers of the reforms.

Cabinet said that the Bills aim to “eliminate long-standing duplication, overlaps, and inefficiencies across the sector,” including in teacher education institutions and regulatory bodies.

Reaffirming the government’s commitment to the sector, Cabinet reiterated that “priority investments target education,” ensuring sustained financial and policy support for teacher-training reforms.
