Govt plans to implement Dual Training Policy in TVET

The Cabinet has approved the implementation of the Dual Training Policy in Technical and Vocational Education and Training (TVET) institutions.

This move is aimed at strengthening technical and vocational education and training in the country.

The recommendations were made during a cabinet meeting chaired by President William Ruto at the Kakamega State Lodge today.

This is the first Cabinet meeting in 2025. The Executive also agreed to also dissolve nine corporations and divest 16 others.

According to the Cabinet dispatch seen by Education News, under the Dual Training model, the trainees will now spend 50 to 70 per cent of their training in industry and the rest in institutions.

This will enable the trainees to acquire practical skills and relevant skills.

The policy seeks to address the skills mismatch in the labour market by integrating classroom instruction with hands-on industry training.

“The Cabinet approved the implementation of the Dual Training Policy to strengthen Technical and Vocational Education and Training in Kenya. This policy aims to address the skills mismatch in the labour market by integrating classroom instruction with hands-on industry training,” the dispatch reads in part.

The policy will lead to learners acquire theoretical knowledge and relevant skills making them well armed upon graduation.

“The policy ensures strong collaboration between training institutions and industry, leveraging the latest technologies and expertise to enhance the employability of graduates,” the dispatch adds.

Germany

Countries like Germany have established close working relationship of public institutions and private companies and a practical training, which is embedded in everyday work processes.

The dual TVET in Germany is a system of initial vocational training for the transition from classroom to a professional career.

Over a period of 2 to 3.5 years, apprentices are trained within an industry, with one third of the time set aside for classroom training.

Instructors in in TVET impart technical and social skills to prepare the apprentices for their future career.

This system has led to which places emphasis on apprenticeship and upscaling training opportunities for qualified workers various professions is a key success factor for the German economic competitiveness.
