Busia’s NGCDF CEO, board under scrutiny as Fund Managers face DFAC

The CEO and board of the National Government Constituency Development Fund (NGCDF) have faced scrutiny as Fund Account Managers from various constituencies in Busia County appeared ill-prepared before the Decentralized Funds Accounts Committee (DFAC) to address concerns raised by the Office of the Auditor General’s audit reports on NGCDF constituency fund statements.

The managers from Teso South, Teso North, Matayos, Butula, and Budalangi constituencies requested additional time to gather required documents, casting doubt on the NG-CDF board’s effectiveness in fund management.

The Member of Parliament (MP) of Lari Mburu Kahang’ara, stressed the importance of adhering to procurement laws when handling public funds, questioning the delays in resolving issues dating back a decade despite the presence of officers responsible for public funds.

Additionally, the MP of West Mugirango Stephen Mogaka also raised concerns about the board’s employment policies, urging internal audits and appraisals to be conducted regularly without the need for parliamentary summonses.

Furthermore, the MP of Homa Bay Joyce Osogo questioned whether the fund managers’ unpreparedness was a deliberate attempt to hinder the audit process, highlighting a lack of knowledge and professionalism in the matter.

She emphasized the urgency of addressing deficiencies in the roles of both the Fund Managers and the NGCDF board, as this could potentially lead to embezzlement of public funds.

In response, the MPs directed the NGCDF CEO and board to appear before the Committee to address concerns regarding the management of constituency fund offices.

The committee’s next meeting will involve fund managers from Kisii and Nyamira Counties.
