Busia County Education Board, in partnership with the Ministry of Education and the Teachers Service Commission (TSC), has begun a swift rollout of Boards of Management (BOM) across approved schools in the county.
The move is part of a broader effort to strengthen governance, enforce accountability, and ensure a smooth transition to the Competency-Based Education (CBE) system.
Speaking to Education News on phone, County Education Board Chairperson Prof Okumu Bigambo said the exercise is being prioritized to align all schools with national education policies.
He noted that effective boards are essential to delivering quality education and managing schools responsibly.
“Members of the Board of Management are not just representing schools, they are serving on behalf of the Government of Kenya,” said Prof Bigambo. “These are public institutions that must reflect
national values, proper governance, and the active involvement of communities.”

Prof Bigambo issued a five-point directive to BOM members, starting with a reminder that all schools are government property and must be managed in the public interest. He urged board members to help build and maintain a positive image of their institutions and to engage local communities in supporting education initiatives.
He also called on the new boards to prioritize quality education and to ensure that every child in Busia receives learning that prepares them for the future. He warned that any board member found to have a conflict of interest would be subject to recall in accordance with the Education Act.
Most notably, Prof Bigambo stressed the urgency of implementing the Competency-Based Education framework. “The time for hesitation is over. CBE is not optional—it is a national directive that must be
embraced across the board,” he said.
The Education Board is expected to continue oversight visits throughout the county in the coming weeks, as it monitors the rollout of BOMs and the progress of education reforms. The initiative is seen as a critical step toward improving educational outcomes and aligning Busia’s schools with Kenya’s evolving curriculum and development goals.
