Bungoma Governor orders audit of VTC enrolment to plug capitation loopholes

Bungoma Governor Kenneth Lusaka has ordered an immediate audit of student enrolment figures in all Vocational Training Centres (VTCs) across the county amid concerns over inflated numbers used to exploit government capitation funds.

The governor said the probe aims to tighten transparency and accountability in the disbursement of funds meant to support vocational training, a devolved function under county governments.

Speaking during the 4th graduation ceremony at Kibabii Vocational Training Centre in Kanduyi sub county, Lusaka said preliminary reports indicate that some institutions may be overstating student numbers to receive more capitation than they deserve.

“Capitation is based strictly on the actual number of students in each VTC,” he said. “When data is exaggerated, it strains the available resources and denies genuine learners the support they need.”

Lusaka warned that any official found culpable of manipulating enrolment data would face disciplinary action, saying such malpractice undermines the integrity of vocational training programmes.

He hailed VTCs for playing a critical role in equipping youth with hands-on skills for employment and entrepreneurship, urging graduates to put their training to productive use.

The governor further announced plans to allocate additional resources in the upcoming county budget to expand Kibabii VTC and enhance training facilities across the county.

“We are committed to building a credible and competitive technical training ecosystem that prepares our youth for the job market,” he said.

The audit, which is expected to begin immediately, will form the basis for reforms in the funding framework and ensure equitable distribution of government support to all deserving students.
