Babu Owino demands quick gov’t action after Kenyan teacher shot dead in Tanzania

Embakasi East Member of Parliament Babu Owino has written to Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs Musalia Mudavadi demanding swift and decisive action following the killing of a Kenyan teacher in Tanzania.

In a strongly–worded letter dated November 5, 2025, the legislator expressed deep concern over the reported shooting of John Ogutu, a Kenyan citizen who had been working as a teacher at Sky School Primary in Kinondoni, Dar–es–Salaam.

According to credible reports cited in the letter, Ogutu was in the process of returning home when he was fatally shot; a development that has left his family devastated and raised alarm over the safety of Kenyan nationals working abroad.

Babu Owino noted that the death of the teacher is not only a personal tragedy for his family, but also a matter of national interest, particularly given the free movement and residence rights guaranteed under the East African Community framework.

He argued that the incident has exposed the vulnerability of Kenyans living and working in neighbouring countries and called for urgent diplomatic intervention.

In the letter, the MP urged the Ministry of Foreign and Diaspora Affairs to engage Tanzanian authorities to ensure a thorough, transparent and independent investigation into the killing.

He further insisted that the Kenyan government should take responsibility for the immediate repatriation of Ogutu’s remains and offer consular and psychosocial support to the grieving family.

The lawmaker also asked the Foreign Affairs ministry to brief Parliament on measures being taken to protect Kenyans working abroad, especially within the East African region, emphasising that the government bears a fundamental duty to safeguard its citizens wherever they may be.

“The family of Ogutu — and indeed the Kenyan people — deserve nothing less than justice and accountability for this reprehensible act,” he stated.

He argued that the government should move with speed and demonstrate commitment to protecting the dignity and safety of all Kenyans overseas.

However, the Ministry of Foreign and Diaspora Affairs is yet to issue an official response to the matter.
