- SRC has asked public university vice-chancellors to disclose funds available to implement proposed 2025–2029 CBAs.
- The Commission says the information will help determine the affordability and fiscal sustainability of the proposals.
- The request follows an appeal seeking a review of SRC’s advice on the proposed agreements.
The Salaries and Remuneration Commission (SRC) has asked vice-chancellors of public universities to provide details of funds available to finance the proposed Collective Bargaining Agreements (CBAs) for the 2025–2029 period.
In a letter dated September 18, 2026, SRC Commission Secretary and Chief Executive Officer Ali Abdullahi Surraw said the information was necessary to enable the Commission to determine the affordability and fiscal sustainability of proposals submitted by the Inter-Public Universities Councils’ Consultative Forum (IPUCCF) and the Federation of Kenya Employers (FKE).
The letter was addressed to Prof Fred Simiyu Barasa, chairman of the IPUCCF Joint Negotiations Committee and Vice-Chancellor of Taita Taveta University, following an appeal for a review of SRC’s advice on the proposed agreements.
SRC said it deliberated on the matter during its 729th meeting held on September 17, 2026, taking into account Article 230(5) of the Constitution, the SRC Regulations, 2026, as well as existing government policies and guidelines.
Universities asked to disclose available funds
The Commission noted that funds for implementing the proposed public universities’ 2025–2029 CBAs would be provided by the National Treasury through the student-centred funding model (SCFM).
Under the funding arrangement, SRC said individual public universities were expected to receive funding based on the number of students admitted and the programmes they offer.
“To enable the Commission to determine affordability and fiscal sustainability of the proposals,” the Commission requested vice-chancellors to confirm the funds available for implementation of the CBAs covering the 2025–2029 period.
SRC said the requested information would inform its advice on the proposals.
The development comes as public universities and their employees await the conclusion of negotiations on the new CBAs, which are expected to guide remuneration and other employment terms for the period.

The letter was also copied to Dr Beatrice M. Nyagaka, Principal Secretary in the State Department for Higher Education.
