35 percent teacher vacancies, confirmation delays leave Uganda educators frustrated and vulnerable to fraud

Delays in confirming teachers and a 35 per cent vacancy rate across Uganda’s education sector are frustrating educators and exposing them to fraudsters, the Public Accounts Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has warned.

The committee said bureaucratic delays in confirming teachers were hurting educators and the wider education sector.

COSASE Chairperson Hon. Muwada Nkunyingi questioned who bears the brunt of the delays.

“The victims of this bureaucracy are the teachers and generally the education sector,” Nkunyingi said.

Minister of State for Education and Sports (Sports) Hon. Peter Ogwang acknowledged the concerns as valid and legitimate, but attributed the staffing gaps to recruitment restrictions and limited wage provisions.

Staffing shortages raise concern

The ministry’s reported 35 per cent vacancy rate points to staffing shortages across the education sector, raising concerns about their impact on service delivery.

The committee’s concerns come amid calls for the government to streamline teacher confirmation processes and address staffing gaps that continue to put pressure on the education sector.
