The Teachers Service Commission (TSC) has issued a new directive that affects how teachers’ academic and professional documents are certified.
In a communication dated February 19, 2026, the Commission directed that certification of certificates presented by teachers must no longer be delegated to lower cadre officers.
The directive was addressed to all County Directors and copied to the Commission Secretary and the Regional Directors.
“The Commission has directed that certification of certificates presented by teachers should not be delegated to lower cadre officers,” the document states.
It further clarifies that all certificates will henceforth be certified strictly by County Directors or Sub-County Directors, complete with a clear signature and official stamp.
“All certificates henceforth will be certified by either the County Directors or Sub-County Directors with a clear signature and official stamp,” the directive reads.
The communication, signed by Muku David K., Ag. Director (Teacher Discipline Management) signals a firm administrative shift within TSC aimed at enhancing accountability.
What TSC directive mean to teachers
Teachers seeking certification of their documents will now be required to process them directly through County or Sub-County Directors.

The Commission has instructed County Directors to communicate the directive to all relevant staff to ensure uniform implementation.
