The Ministry of Education (MoE) has issued a revised Maintenance and Improvement Fund (MIF) approval checklist aimed at strengthening accountability and streamlining project approvals for county secondary schools.
The updated checklist, marked “Revised,” outlines detailed requirements that schools must meet before accessing funds under the Maintenance and Improvement Fund.
The document captures enrollment data, projected funding allocations, project descriptions, and mandatory supporting documentation.
Under the revised guidelines, schools are required to provide comprehensive records, including acknowledgment letters and receipts addressed to the principal secretary, request letters for approval, bills of quantities (BQs), architectural drawings, and requests for quotations for furniture projects.
Additionally, institutions must attach Board of Management (BoM) minutes, School Infrastructure Development Plans (SIDP), photographs of ongoing projects, National Education Management Information System (NEMIS) enrollment data printouts, and certificates of practical completion or status reports for projects undertaken during the 2022/2023, 2023/2024, and 2024/2025 financial years.
The checklist also requires copies of approval letters for previous financial years and a current bank statement dated from July 1, 2024, to the present.

The revised form highlights funding allocations tied to student enrollment figures across different classes, including Forms 2, 3, and 4, as well as Grade 10.
It also considers boarding enrollment and the total expected funding for the 2025/2026 academic year.
The education officials say the move is intended to ensure that funding allocations are transparent, equitable, and reflective of actual student numbers.
The approval process will involve multiple levels of scrutiny, including Sub-County Directors of Education (SCDEs), County Directors of Education (CDEs), Regional Directors of Education (RDEs), and the Ministry’s Director for Secondary and Tertiary Institutions.
Each stage will require remarks and official signatures before final approval is granted.
The revision comes amid ongoing efforts by the Ministry to enhance financial oversight, curb mismanagement of public funds, and ensure that infrastructure projects in public schools are completed efficiently and meet required standards.
Education stakeholders have welcomed the move, noting that clearer guidelines will help schools prepare stronger applications and reduce delays in project approvals.
The revised checklist is expected to take immediate effect, with schools advised to comply fully to avoid rejection or delays in accessing funds.
