Kiharu Member of Parliament (MP) Ndindi Nyoro has proposed allocating Ksh30 million from each constituency’s National Government Constituencies Development Fund (NG-CDF) to support the rollout of free senior secondary education across the country.
Speaking on the proposal, Nyoro said pooling NG-CDF resources with allocations from the national government and county governments would help make senior secondary school education completely free, including the provision of lunch programmes.
Nyoro noted that education funding is a shared responsibility among different levels of government. He cited the NG-CDF, funds allocated to governors through the equitable share, and national government resources as potential sources that could be consolidated to support the initiative.

According to the lawmaker, Kenya has between three and four million learners in senior secondary schools, and an estimated Ksh30 billion would be required annually to make education at that level fully free.
Under his proposal, constituencies would collectively contribute Ksh10 billion from NG-CDF allocations equivalent to Ksh30 million from each of the 290 constituencies toward the programme.
The remaining amount would be sourced from other government allocations.
Nyoro expressed confidence that with proper coordination and prioritisation of resources, the country could achieve free and comprehensive senior secondary education for all learners.
