The Ministry of Education (MoE) has directed County Directors of Education to urgently verify and submit complete documentation for newly registered junior schools before they can qualify for capitation funding.
According to a circular signed by Hassan Duale on behalf of the Principal Secretary for Basic Education, Julius Bitok, dated 29 January 2026, the Directorate of Junior School noted that several institutions had submitted incomplete paperwork despite requesting government support.
“To consider the schools for capitation funding, you are asked to present the following documents,” the circular read.

MoE outlined that schools must provide forwarding letters from County or Sub-County Directors of Education, duly filled grant application forms, Board of Management minutes indicating bank accounts and signatories, certified bank letters confirming account details, current TSC posting or transfer letters for heads of institutions, certified junior school registration certificates, and enrolment data disaggregated by gender and grade.
The circular emphasized that submissions must be made through County and Sub-County Directors, warning that individual applications by heads of institutions will not be accepted.
“Submission from respective Heads of Institution should be sent through the CDE/SCDEs. Individual submission by Heads of Institutions shall not be accepted,” the circular read.

County Directors have also been instructed to include any new schools that meet the threshold to operate as junior schools but were not captured in the initial list. The ministry attached a list of schools that had already presented requests for funding, alongside the FDJSE grant application form and capture form to be signed by Sub-County Directors.
MoE further clarified that submissions should be consolidated and presented as a batch per county or region. “The submissions should be brought in as a batch per County/region,” the circular read.
