Basic Education Principal Secretary Julius Bitok has announced a new round of scholarships worth KSh20 billion to support vulnerable Grade 10 learners to realize the 100 per cent transition policy.
Speaking at Moi Girls, Isinya, Bitok said the package combines 10,000 Elimu Scholarships funded by the World Bank and 2,337 Campaigns for Female Education (CAMFED) scholarships dedicated to girls in Kajiado County.
Bitok reaffirmed the government’s commitment to the Presidential directive that no learner should be denied admission to public schools because of school fees. He noted that the government is currently funding 48,000 bright but needy learners under the programme at KSh20 billion, with Kajiado County recording the highest number of beneficiaries.
“We are implementing the Presidential directive that no learner should be denied access to education in public schools due to lack of school fees. This is a fundamental right, and our scholarships are designed to ensure no child is left behind,” Bitok said.

Since 2020, the Elimu programme has already reached 62,000 learners, prioritizing bright students from disadvantaged backgrounds. Quotas are reserved for refugees and host communities, urban slum residents, and indigent families, groups most at risk of dropping out due to cost barriers.
The scholarships cover school fees, toiletries, pocket money, and transport, with eligibility verified through home visits by teams drawn from the Ministry of Education, local chiefs, and village representatives to ensure support goes to those in genuine need.
The combined Elimu and CAMFED scholarships are designed to stabilize enrollment during the transition to Grade 10, particularly for families facing acute financial pressure.
