Funyula Member of Parliament, MP Dr Wilberforce Oundo has launched a week-long education enforcement drive dubbed Operation Enda Shule, targeting Grade 9 learners who are yet to report to secondary schools and vocational institutions.
The programme, which will run from January 20 to January 26, was announced by MP Oundo, bringing together the National Government Administrative Officers (NGAO), heads of institutions, and community mobilizers in a coordinated effort to trace, document and reintegrate learners who have failed to transition after placement.
According to the lawmaker, the exercise will trace the number of affected learners, identify the reasons behind non-reporting, and institute corrective measures in consultation with school administrators.
Particular focus will be placed on day senior secondary schools, where principals will be engaged on flexible admission arrangements to accommodate learners facing financial and social constraints.
In parallel, the programme will work with Vocational Training Centres (VTCs) to absorb learners opting for technical and skills-based education. Those choosing this pathway will be guided towards institutions accredited by the National Industrial Training Authority (NITA).

MP Oundo also said that the initiative aligns with the government’s education policy of universal transition and retention under the Competency-Based Education (CBE), noting that access to education remains a strategic investment for the constituency.
“The objective is clear: to achieve 100 per cent transition. No learner should be denied an opportunity to continue with education due to circumstances that can be addressed through collective action,” Oundo said.
Education stakeholders in Funyula have termed the intervention timely, saying it strengthens community accountability while reinforcing the role of local leadership in safeguarding learners’ futures.
Operation Enda Shule is expected to reduce cases of dropout and absenteeism, while strengthening collaboration between schools, government agencies and communities as Funyula pushes towards full education transition.
