The Teachers Service Commission (TSC) has launched a nationwide sensitisation exercise to prepare teachers for the rollout of the new medical cover under the Social Health Authority (SHA), which officially takes effect on December 1, 2025.
In an internal memo dated November 25, 2025, TSC confirmed that it has already procured a comprehensive medical scheme for all teachers and is now working closely with SHA to ensure a smooth, well-understood transition.
The authority has deployed its POMSF champions to conduct a two-week member education programme running from November 25 to December 5 2025.
The sensitisation will focus on the scope of the cover, member rights and obligations, benefits structure, and scheme operations.
TSC says empowering teachers with accurate information is essential, especially as the government shifts entirely to the SHA model—part of sweeping reforms that replaced NHIF with three new funds: Primary Healthcare, Social Health Insurance, and Emergency/Chronic Illness Funds.

The change is expected to provide teachers with more predictable, structured access to outpatient, inpatient, maternity, emergency, dental, and optical services, addressing long-standing concerns about delays and inconsistencies in earlier medical plans.
Acting Commission Secretary/CEO Evaline Mitei, in the memo, underscored the importance of full cooperation from county leadership, saying:
“We request all County Directors to mobilise teachers within their jurisdictions and provide the necessary support to SHA officers to ensure the success of this sensitisation exercise.”
Mitei emphasised that the transition marks a significant milestone in strengthening teachers’ welfare and improving their access to quality healthcare services.
The memo was also copied to all Regional Directors.
