The Teachers Service Commission (TSC) has outlined a detailed framework for selecting teachers who will undergo retooling, targeting those who were not retooled in August 2025.
The selection will be based strictly on the number of teachers currently on duty in each school, ensuring fair and proportional representation across institutions.
According to the criteria, schools with between 1 and 4 teachers will nominate 2 educators for retooling, while those with 5 to 7 teachers will nominate 3. Schools with 8 to 12 teachers are required to nominate 4, and those with 13 to 18 teachers will nominate 6.
The numbers rise progressively, with institutions having 55 to 70 teachers nominating 25, and those with 71 or more nominating 30 teachers for training.
TSC has also provided an elaborate plan for the mode of training, which will be delivered through a smart cascade model conducted face-to-face under a multi-agency approach.
The capacity-building process will begin with Master Trainers, who will train Trainers of Teachers (ToTs) for five days. ToTs will be drawn from Curriculum Support Officers, Teacher Educators (Tutors), TSC Sub-County Directors, Ministry of Education Quality Assurance Officers, and champion teachers—all of whom must have a substantive teaching subject.

Once trained, ToTs will then conduct five-day face-to-face training sessions for teachers at the county and sub-county levels.
Master Trainers will continue offering professional support throughout the exercise to ensure consistency and quality.
The training will be residential for ASAL and SNE teachers, while non-ASAL teachers will attend sessions on a non-residential basis.
Additionally, Special Needs Education (SNE) teachers will be trained in clusters based on their areas of specialization, including Hearing Impairment (HI), Visual Impairment (VI), Mental Handicap (MH), and Physical Handicap (PH).
The new retooling exercise is part of TSC’s ongoing effort to strengthen teacher preparedness and improve competency-based learning across the country.
