Authority to regulate training of private security personnel to set professional standards

Registration of Security firms and training for private security personnel is set to be regulated following the conclusion of public participation on the Private Security Regulations bill 2025.

The regulations were discussed during a public participation forum in Machakos on Friday and in other seven regional forums across the Country ahead of a final national public participation event in Nairobi on Monday.

Speaking at the Public participation forum at Machakos Social Hall, Protective Security Industry Association (PSIA) Secretary General  Mugambi Lichena said the purpose of the regulations is to strengthen corporate governance, set professional standards and compliance in the private security industry.

“The Private Security Regulatory Authority was formed in 2016 and in 2019 they came up with regulations which never went through because there were some contentious issues but now we are happy that these issues have been addressed in the draft,” said  Lichena.

Under the regulations, a Private Security Fidelity Fund is set to be operationalized with a 1% of the total annual revenue levy on private security firms.

The fund shall be used for organizing training Workshops and seminars for private security service providers and for administrative and operational expenses of the Private Security Regulatory Authority among other uses prescribed in the law.

Women in Safety Excellent (WISE) representative Monica Kimeu welcomed all stakeholders to the final public participation forum at the KICC in Nairobi on Monday so as to add value to the draft regulations.

“We are excited because as a sector we have not been regulated. This is a step in the right direction as it will make us more professional,” said Kimeu.
